Based on the statistical data of ‘Kokuei Koen Kanri-no-Gaiyo’, the annual report on the performance of park management in National Government Parks (NGPs), this study shows that events in Showa Kinen NGP were related to park development, the number of park visitors and social phenomenon. Events that met needs for park visitors were effective on the promotion of utilization both qualitatively and quantitatively. The quantitative promotion of utilization is to increase park visitors. The qualitative promotion of utilization helps to diversify how to use the park and to improve use of park facilities. Especially, it is confirmed that events contributing to the qualitative promotion of utilization are increasing after introducing in 1996 new project, “Yume Plan”. It was the project for making people’s dreams come true supported by park managers in NGPs, such as individual event, workshop in relation to the park and citizen participation activity.

In recent years, the people tend to be interested in flowers. Therefore, park managers must establish the method in order that park visitors are offered the place and the opportunity that appreciate flowers sufficiently. The purpose of this study is to develop the method of landscaping with flowers effective on the promotion of utilization in national government parks (NGPs) . This study shows that landscaping with flowers are related to the number of park visitors, the diversity or the activation of park utilization and surrounding of the park. From the analysis on dimension and contents of flower gardens or borders, the number of events, public relations and citizen activities with flowers in eleven NGPs, the characteristics of landscaping with flowers discovered. Consequently it is confirmed that following knowledge is significance of park management. Landscaping with flowers helps its. 1) to increase park visitors, 2) to diversify how to use the park, 3) to conserve the environment , 4) to collaborate with surrounding of the park

屋外に設置されていた遊具の木製支柱が折損し，そこで遊んでいた子供達が落下してけがをするという事故が発生した。この支柱は電柱の再利用材で，遊具として約18年間使用されていた。支柱の根元には古タイヤが12個連続して被されており，事故はタイヤ被覆部における曲げ破壊が原因であった。タイヤ被覆部とその上部では腐朽が進行しており，折損部の外周部分では，腐朽による質量減少率が40％以上と推定された。支柱の直径は元来約30cm であったが，折損部においてほぼ健全と思われる領域は中心部分の直径13cm 程度しかなく，この部分の曲げ強さは健全時の８％程度と見積もられた。また，支柱表面の６カ所からワタグサレタケが，折損部の断面の１カ所からオオウズラタケが分離された。これらの菌が支柱の腐朽に関与したと考えられた。

In designing a park with hilly landscape, it is important to consider its geomorphological aspects in order to create a safe, easy-to-use park. GIS-based landform and scenic analysis were made in Michinoku Lakewood National Government Park for the purpose of assisting the park planning process. We evaluated the convenience of the park for its users from the standpoint of slope, aspect, viewshed, and accessibility. An overall evaluation was also conducted by summing all of these criteria.

In the Shiga prefecture, in 1966 they established a regulation for “Protecting” “the scenery of our home town Shiga” alias “the scenery regulation” taking the lead in our country. They have taken general measures for scenry. to make beautiful sceneries through out the prefecture. Such as the waterside scenery around the Biwako, the back countryside, the village, the town area, the mountains, and the streets and rivers connecting them all.
Now, ten years have passed since the “Scenery Regulation” have been put in force. As a result, the inhabitants now understand the importance of the regulation. There isn't much need to advice how to register, and even the public enterprises are giving carefull considersation to the scenery.
Recentry, many, regulations concerning how to protect charactristic sceneries of the district have been put in force in many towns in Japan. So, in Shiga too, they should estimate and improve the “Scenery Reguration” once more and find what we need to add. There is a need to look from another point of veiw in order to keep up with the times and improve the regulation.
This paper tries to find out what problemes are facing us by recognizing the origin, outline, characteristics, and history of the regulation, so it will inrestigate what we shouid drow out from now on.
