    1930年代のニューディール芸術文化政策は、現代米国社会の文化政策の基盤となっていると言える。ニューディールの芸術政策は2つの性格を持っており、一つは国民の芸術享受の機会を創出し、大不況のなかで芸術家を救済するという社会福祉的視点であり、二つ目は国家の芸術レベルを向上させ精神的アイデンティティを構築していく国家の文化向上政策の視点である。後者の担い手となったのは財務省の管轄下で実施された「セクション」である。ニューディール芸術政策は、第二次大戦と共に中断されるが、セクションの思想は1962年に設立した「米国公共施設管理庁 (GSA)」によるパブリックアート政策に引き継がれる。本稿はまず、ニューディール芸術政策の目的と各プログラムの特色を概観した後、「セクション」の政策に的を絞り、プログラムの目的、作品選定の手順・評価方法等の特性を考察する。その上で「セクション」の思想が現代パブリックアート政策の基礎を形成したことを論じる。

    To achieve the national goal of realizing a "decarbonized society" by 2050, schools are expected to further introduce solar power generation. Nevertheless, decarbonization has not been discussed as a research topic in education. Therefore, this paper attempts to present a new direction for research.

    The introduction of photovoltaic power generation in schools has various meanings. In the past, the use of it as a teaching material for environmental education and for disaster prevention were the focus of attention. However, with the acceleration of the decarbonization trend, a concrete path to the realization of Net Zero Energy Buildings (ZEB) has been added, and there is now a need to contribute to the reduction of greenhouse gas emissions in a more substantial way.

    Currently, while a certain degree of diffusion has been observed in terms of the number of schools that have introduced such systems, the majority of these systems have small capacities. In addition, the percentage of systems equipped with storage batteries is low. Therefore, there are still many issues to be addressed in terms of contributing to decarbonization.

    The introduction of larger-scale facilities such as advanced examples of Yokohama City is required and consequently will create new relationships with local communities. This will become a new research topic for academic societies for education.

    South Korea’s urban renewal policy emphasizes resident participation and multidimensional activities. This study identifies the determinants of resident satisfaction with five urban renewal projects implemented in South Gyeongsang Province, Changwon, Gimhae (Gaya, Jangyu), Sacheon, and Miryang. Multiple regression analysis was utilized for survey data from these five areas. Results reveal that the resident satisfaction was positively influenced by 1) the level of the resident’s opinions reflected in the project, 2) the expectations for improving the local economy, 3) the level of satisfaction with living environments, 4) the importance of improving neighbourly relations, and 5) the level of satisfaction with public hearings/discussions in the decreasing order of severity. Meanwhile, the 1) the need for urban renewal projects, 2) the importance of tourist visits, 3) the importance of improving living environments, and 4) the level of satisfaction with recreational/sports facilities negatively affected resident satisfaction with urban renewal projects in the decreasing order of severity. The aforementioned factors have significant implications to promote practical resident participation in the establishment of renewal strategies tailored to the regional contexts of South Gyeongsang Province.

    This note examines how issues of conflict affected fragile states and peacebuilding have been dealt with in the preparation of the post-2015 development agenda. It is clear that the activities of g7+, OECD/DAC, and other development partners as well as initiatives such as the New Deal for Engagement in Fragile States have drawn increased attention of the international community to the special challenges faced by conflict affected fragile states.

    Bearing in mind the above context and the agreement that the Sustainable Development Goals (SDGs) should be coherent with and integrated in the post-2015 development agenda, this note reviews, from the peacebuilding perspective, the SDGs proposal submitted by the intergovernmental Open Working Group (OWG) on SDGs to the UN General Assembly in July 2014. Comments in this regard include the following: 1) while a goal on promoting peaceful and inclusive societies is included in the SDGs proposal, only 2 of its 12 targets specify a target year, making monitoring of implementation difficult; 2) peacebuilding activities must be firmly incorporated in the national development strategy and plan of the country; 3) availability of timely and reliable data disaggregated by gender, race, ethnicity, and other relevant characteristics is critical; 4) inclusion and participation of various stakeholders must be ensured, including women, youth, and other vulnerable population, in planning and implementing peacebuilding activities; 5) risk management in peacebuilding activities should be a joint undertaking with development partners; 6) development financing should be secured through innovative means of mobilizing both public and private resources; and 7) South-South cooperation that includes cooperation among fragile states should be promoted further. While discussion on the SDGs and post-2015 development agenda continues at the UN General Assembly and other forums, the note concludes that the promotion of peaceful and inclusive societies should be included as a firm goal along with a relevant set of targets in the post-2015 development agenda.

     公衆衛生政策は私的権利の制限(私権制限)を伴うことが多い。私権に関わる例としては,公衆衛生情報と個人のプライバシー,コミュニケーション政策と表現の自由,検疫・隔離や強制的入院と個人の自律や自由,安全衛生基準と経済活動の自由などの間に見られる対立が挙げられる。国家・自治体は公共の福祉のために私権を正当に制限し得るとされるが,公衆衛生領域における政府の責務と権限が拡大する中,人権保護に関する議論を整理し制度を整えることは重要な課題である。本稿は,現代の米国における議論を総括紹介し,今後の議論に資すことを目的とした。公衆衛生政策を人権保護の観点から検討する際には,正当性,合理性,経済的負担と効率,私権制限の程度,公平性,政策相互の整合性が系統的に評価されることが望ましい。また,こうした評価を制度化し実効性のあるものとするためには,正当な法的手続きと政治過程の透明性確保が重要と考えられる。前者は,実質的正当性と形式的正当性の両者からなる。

    In the early!920's, Benton MacKaye appeared as a conservationist, a forester, a geotechnist, a philosopher and a regional planner, who eventually founded Regional Planning Association of America along with Lewis Mumford. This paper introduces Benton MacKaye's achievements and background in terms of the regional planning in the 1910's, the 1920's and the 1930's. Trying to utilize the theory by Benton Mackaye, this study aims to find the indigenous toward the regional city in the United States. It is concluded that MacKaye's philosophy can be the origin of today's sustainability. Therefore, the concept of Benton MacKaye would be needed even more today, as 21st century begins.

    The homeless problem in Britain has been tackled as a big social problem since 1970's. The legal grounds of homeless measures in Britain have been established by the Housing Act (1977). Since the later half of 80's, rough sleepers, which were a one form of single homeless which was apt to be left out of priority need as prescribed by Housing Act, became a social problem. Special measures for rough sleepers have been executed. The Labour government established the Social Exclusion Unit in 1997, and this unit considered rough sleepers as part of the tip of social exclusion. And Labour established the Rough Sleepers Unit to solve this problem in 1999. The target of this Unit is to reduce rough sleepers by at least two thirds by March 2002. This unit has carried out a strategy to help rough sleepers. The aim of this paper is to introduce the present conditions of rough sleepers which are a type of single homeless and a strategy of central government for rough sleepers. Firstly, I examine the definition of homeless in the Housing Act and statutory homeless. Secondly, I consider the single homeless problem and a strategy of the Rough Sleepers Unit. Thirdly, I mention the outline of social security system, e.g. income support, in order to understand a strategy for homeless people.

     本研究は,札幌市立小学校の教員と児童を対象にした質問紙調査により,エネルギー教育の実態,及び,エネルギー教育の方法と児童の省エネ行動,知識習得等との関係を明らかにした.教員向け質問紙調査の結果,すべての学校がエネルギー教育を実施していること,エネルギー教育の必要性を感じていることが確認された.児童向け質問紙調査の回答の平均の差を検定した結果,エネルギー教育に取り組んだ教科や実践方法と児童の省エネ行動,知識,関心との間に有意な関係があることが明らかとなった.学校内の再エネの有無やエネルギー教育の時数の多寡と児童の知識・関心等の間の関係は確認できなかった.今後のエネルギー教育では,時数を増やすのではなく,副教材の利用や能動的な授業の実施など,質の向上についての検討が必要と言える.

    To assess the influence of amount and quality of elementary school English classes on listening comprehension when entering junior high school, three cohorts, 2015, 2016, and 2017 entrants, were tested. Each year entrants came from the attached elementary school or from regular elementary schools. Students from the attached elementary school had English activities that increased in frequency and evolved into regular courses during their tenure at the school, and increased for subsequent cohorts as “the new course of study” was implemented. Students at the regular elementary schools only had English as an activity. Listening comprehension test data showed that scores were significantly higher for the 2017 attached group (who had taken English classes twice a week from the 5th grade) than the 2015 attached group (who had taken English activities once a week in the 5th grade and English classes once a week in 6th grade) and the 2017 regular group. The data also showed there was no difference in the scores for the students from regular elementary schools over the three entrance years. We conclude that having more and better English classes in elementary school was effective in raising listening ability for students entering junior high school.

    1. The meanings and characteristics of some terms used in this paper
    Konzern is a kind of industrial combination which relates to its structure, being a weak capital-concentration. We may include vertical, horizontal and circular combinations as well as conglomerates in the vector combination, which indicates not only the direction of the combination, but also the quantity of industrial operations to be combined. The heavy industry is an industry or enterprise which produces iron and steel or manufactures iron-and steel-products.
    2. Industrial combination and heavy industry
    Industrial combination can accomplish the increase of profits, while heavy industry plays, as a key industry, an important part in promoting the prosperity of the community, and may, as well, affect the development of individual enterprises. Furthermore, industrial combination facilitates the enlargement and growth of a firm operating iron and steel production. Thus, industrial combination is deeply connected with the heavy industry.
    3. The fundamental inducements underlying the development of the industrial combination in heavy industry of several countries
    Among many inducements for industrial combination, a few are conceived as being worthy of mentioning here. Entrepreneurs or managements resort to industrial combination as a device for achieving the rationalization of their firms or to realize the monopoly of markets. So far as these activities are concerned, industrial combination brings forth a Gesellschaft described by F. Toennies, as a society formed for the purpose of promoting the interest of its members. German cartels may be regarded belonging to this kind of society. On the other hand, most of its members exhibit comradeship-spirit attitudes, which places emphasis on the entity of the group concerned, sometimes even regardless of individual interest of the member. The latter state of the group, fraternitas, leads to building up a society Gemeinschaft called by Toennies, a society which has no particular or formal purpose, existing, so to speak, as natural process. Thus, the German cartel is likely to have contained a synthesis of two characteristics of the society, and this particular feature might have intensified the controlling power of the German cartel before World War I.
