Moreover, Project Management Sheet (PMS), adding the Gantt chart to WBS, was proposed, and emergency response manual that consists of PMS, WBS and an existing manual was hierarchized. In addition, necessary human resources was analyzed based on PMS, and the relocation policy of staff was examined based on ICS. This paper reports on these examination techniques through the case study at Osaka Municipal Waterworks Bureau.
