The purpose of this paper is to consider about the development permission plan of the urbanization control area. We investigated the ordinance and the city planning master plan, etc. of 4 cities among cities where the ordinance concerning the City Planning Act No.34-8-3 (3483) of 2000 had already been enforced. And we conducted a hearing with experts who belong to the department in charge of the city planning, and the department in charge of the development permission for 12 cities, which have a right of the ordinance to 3483 in Aichi prefecture. Three issues about 3483 are shown through the investigation. First is the complexity about up-and-down relation on the authority. Second is the issues of 3483 itself. Third is the issues about the relation with an urbanization promotion area.
