It is required to set up and train an independent civil society organization in order to establish a public and private partnership. For that, it is important to establish a partnership with a public sector after strengthening a relationship among the residents by discussions and supports and sophisticating the demands and activities.
The objective of this study is to analyze the mechanism in making a public and private partnership by strengthening the community relationship and sophisticating the demands and activities in a form of liaison association which is an assembly of the intermediary civil society organization by mutual discussions and cooperation. It is analyzed from the points of view of wide exchange of information, accumulation and return of the acknowledges, function as a saucer of the staff.
