This study examines the realized land readjustment projects and planned streets of the new industrial city in Ota, Gunma Prefecture from 1935-1945, from the point of view of the open-space control system and the regional park plan. Some findings suggest that the planning idea of the new industrial city assumed agricultural, and recreation use as suburban land use. It can be pointed out that such planning idea was brought by the planning area which was not only larger than other new industrial cities but also divided each other. This study provides evidence for the planning ideas in wartime period.
