After the Russo-Japanese War, the Kwantung "Totokufu" (Government-General) was created at Port-Arthur in order to lease and rule the territory of Kwantung (the southern Penisula of Liaotung, China) by Japanese Government in 1906. This paper makes it clear what Public Works Section of the Kwantung Government-General had done, and shows the relation between it and the Kwantung Government-General ruling the leased territory of Kwantung. It conclude that both of them had a good deal, and from 1906 to 1919 building activities of Public Works section were supported by two Japanese architects, MAEDA Matsuoto and MATSUMURO Shigemitsu, in process of ruling the leased territory of Kwantung.
