Cable Television (CATV) has become a necessity for urban dwellers who suffer from complex television signal reception problems. The Collective Compensation Method covering the limited affected area with CATV systems has demonstrated its feasibility and effectiveness by the previous studies. However, the municipal-wide application of this method still needs to be scrutinized. To this end a case study was carried out for which Yokohama City was chosen as the study area. The mathematical model together with a comparative analysis on the Pollution Hazard Protection Act proved to be feasible. This study shows that CATV is likely to. become, a new type of social over-head capital for urban areas.
