The report (IV) continues the report (III) in which problems is treated "by prefectures". In this place economic index, it is thought of expressing regional levels of constructive activity, index number of population and other indexes are compared with constructive activity. In consequence it was cleared that economic index was concerned in determining levels of constructive activity. But the concernment is not conclusive. It was known that the scale of constructive activity was determined in very complex mechanism.
