Pattern and stability of seasonal fluctuation of building starts are various by type of owners. Besides, the seasonal fluctuation pattern itself seems to change gradually. The pattern of "individual" is the most stable and "companies and other corporations" is the least. The pattern of individuals is significant. The peak comes in the summer and it does not change over the years. The pattern of "govermments" is also significant and the peak comes at the end of the year. The peak shifts during the former half of the period of analysis. The pattern of "companies" is not significant because of strong irregular factors. It also seems to have some tendency to shift to the opposite direction. The government and others are in a complementary relation imperfectly with each other. Paticular strong irregularity seen in December of 1959 corresponds with the change of building codes. S-I Factor is the seasonal and irregular factor calculated approximately by Census Method II-XII, Dept. of Commerce, Bureau of the Census, U.S.A.
