Housing level is measured by the relation between constructions of families and conditions of dwelling units. By our analysis, housing level is affected by social classes of dwellers and these classes are related to the characters of districts which are also concerned to the relation between the place of work and residence. The typical dwelling unit of low housing level in tenements is one-room with common lavatory, the family who live in this unit is one with children of three years or more of age, and their occuption is mostly physical labourer, and their income is less than 40-50 thousands "yen" and they live near industrial or mixed use districts.
