The purpose of this study is to suggest the method which can arrange and divide between "a service for neighborhood residents" and "a service for varioususers" about the use of the open school ground to the public. The results are as follows. on this second paper, we analyzed the efficiency of double line management method. 1. Double line management method which is combined independent method with concentrate method is able to satisfy and arrange "community use" and "extensive use" being caused by the following. The occurrence causes of extensive use are as follows; 1) existence of uncommunity groups, particularly spontanious groups. 2) the maldistribution of occupational groups in central area of city. 3) condition of each school facilities is unequal. Particularly, ground area is unequal. 4) the higher requirement of play. 5) impartial service in case of a few open school. 2. The other side, partinent disposition system of open school is able to enhance efficiency of double line management method. It is double disposition system with is conbined equal disposition system for community use with select disposition system for extensive use. 3. Select disposition is mainly necessary for occupational-baseball groups. Therefore, it is desirable that dispose open school about central area in city. Because occupational-baseball groups are distributed in its area. But it is impossible that dispose the selected open school in its area, for wide school grounds are very few in its area. However, wide school grounds are distributed in the near outer side of its area. So, it is possible that dispose the selected open school in this area. 4. The following is rather desirable than Double line management method, to satisfy utilization from non-open school districts in case of few open school in the city. It is independent management method in the zone unit which is combined open school districts with non-open school districts.
