The greenbelt system in the Republic of Korea, which was implemented in 1970's, was modeled on the Japanese and English system. But it had some serious issues in both institutional and operational aspects. After 30 years past without major reforms, the Korean greenbelt policy was made an overall revision. This study analyzes the issues of the Korean greenbelt system and the factors of the policy conversion, and examines its effects from the point of view of policy making and city planning, based on unlisted documents and information from interviews to the persons concerned.
