Recently, some amendment have enabled municipalities to make original land use control with zoning regulation. Especially, minimum building lot control and highest limit district are useful in preventing from deteriorating living environment. Many measures and studies are necessary before revision of zoning to designate these land use controls. So, this thesis describes the history of revision of zoning regulation in Tokyo, the contents and the process of designation of minimum building lot control and highest limit district in 2004 revision of zoning regulation in Tokyo through interviews and questionnaires.
