It is necessity to construct the system of local governance with collaboration of public sector, private sector, and citizens. The purpose of this study is seeking the methods through which Local Governance could be operative, defining the factors of local autonomy of collaboration and the roles of local administration, and expressing the regional management based on paternal-ism. The results are as follows : 1st) importance of local autonomy of collaboration are "Self intiative of each entity", "Transparency of information", and "Leadership of local administration"; 2nd) On regional management based on "Paternalism", local administration should lead each entity to act for public with great responsibility.
