This study clarifies the current situation and problems of developments of solar panel on the ground in Tahara City which has convenient climate and geographical condition. With methodology like research on aerial photos, field survey and questionnaires on public awareness, the followings are concluded. 1) There are 27 examples the scale of which varies around 300m2 to over 50,000m2. 2) While developments have been led by five laws regulation on national land utilization, control system is not enough because there are wide loose regulation area. 3) Residents consider them as still-unknown matters or desirable ones for environment. But local authority hardly understands development situation, thus system for checking and control is needed.
