The aim of this research is to clarify the formation of cooperative projects between remote local governments. For this purpose, we conducted a questionnaire survey targeting remote local governments that were implementing cooperative projects. As a result, we discovered that while in some cases the development of these projects was an extension of preexisting cooperation, in other cases the availability of grants provided the opportunity to create new relationships for the purpose of developing cooperative projects. Furthermore, we found that newly established cooperative projects could be classified into two types: the “autonomous” type and the “mediated” type.
