This study focuses on the public sector-led redevelopment of large scale housing complex. Urban regeneration project of the Lanzhou-Siwen resettlement housing, which is the first public sector-led regeneration project of resettlement housing in Taipei city is chosen as a case study. This study first clarifies the consensus building process based on community participation in the whole project. Besides, this study demonstrates the concrete method of urban regeneration focusing on the 3rd Siwen resettlement housing for realizing the 3 basic policy proposed by Taipei city government. This case study is considered to be an important experience and reference for similar case in the future.
