For the purpose of the integration of river space and town space, we analyzed the policy of “Kawamachizukuri”. The plan of the Kawamachizukuri area organized in terms of both software policy and hardware policy. As a result of analyzing the contents of the application form using text mining analysis, it was found that characteristics were depending on the city size and the year of registration.
