Repeal of supply-demand restriction which forms a part of deregulation prompts bus companies to withdraw from their bus lines in less profitable rural areas. Some municipalities started bus service in order to keep mobility of aged people and students. Costs of this service strain municipal budget, but on the other hand municipalities are able to establish welfare development plan and public transportation plan comprehensively. Advanced case of Kamiichi Town, Toyama Prefecture will be of much help for study of local transportation system in rural areas.
