As the population decreases and the amount of waste is reduced, waste collection system needs to be reviewed. In this paper, the routes of household waste collection vehicles at the Shirokita Office in Osaka City were input by using GIS, and the correlation between roads distance and driving distance is analyzed to create collection areas with local districts as the basic unit, and a model for calculating the carbon emissions has been proposed. The model estimates the distance traveled by setting the two-step area coordinating to the plant location and population, which allows estimation of CO2 emissions in consideration of fuel consumption. Using the model, case studies with varying number and location of incineration plants, waste emission intensity, and population show that in a case of population in 2015, 80% of the CO2 emits from vehicles during transportation and 20% during collection.
