This research note reports the impact of regional revitalization policies implemented in the late 2010s to curb the admission capacity of Japanese universities. We will check changes in the number of university students and the university enrollment rate, focusing on the metropolitan area consisting of Tokyo, Chiba, Saitama, and Kanagawa prefectures mentioned in the policy-making process. Next, we consider Ibaraki Prefecture as an area affected by the policy and compare it with the figures for metropolitan areas.
As a result of the verification, it was confirmed that this policy had a certain effect. At the same time, it was pointed out that it may have led to regional disparities in academic ability.
