Decarbonisation of road transport in sub-national level in Indonesia

Decarbonization road transport requires a socio-technological transition that integrates systemic changes in transport infrastructure, technological innovation, and societal transformation. Non-state actors particularly sub-national governments and cities such as the Jakarta Metropolitan City, West Java Province, and the city of Semarang play a critical role in advancing climate mitigation efforts. These cities are formulating local transport strategies aimed ar contributing to Indonesia’s national emission reduction targets. The strategies vary in ambition and detail, shaped by local economic conditions, planning capacities and political cycles. Technological interventions are are commonly adopted due to their relative ease of implementation and immediate impact. For example, fuel-switching program that promote the use of biofuels or biodiesel align with national priorities and offer short-term greenhouse gas emissions reduction potential. In contrast, the transition to electromobility faces structural challenges, particularly the need for increased renewable electricity production, which is difficult to implement within urban settings. Modal shit initiatives such as promoting non-motorized transport through improved pedestrian infrastructure and the development of bicycle lanes have gained traction in the post-covid period but yield relatively modest emissions reduction. Complementary efforts, including capacity building and stakeholder engagement are essential enablers of the socio-technological transition at the city level. The efforts helps integrate diverse actors and align local action with broader climate objectives
