Abstract
It is effective to develop 3S model of P2M framework in cooperation with human resource management. In this study, I premised the precedent study that analyzed the relationship of organizational culture and managerial leadership and employee satisfaction. And, as the next phase, for the action target of the concrete managerial class, I qualitatively analyzed the opinion of incumbent public employees about the ideal workplace and the boss. As a result, the national public employee demands ”the workplace which can pursue worth doing and contribution to society through a discussion active freely” and ”the boss making use of a subordinate”.
It is necessary to perform the management together making use of public employee to give the effect of the 3S model in the public service workplace. the local public employee demands ”the workplace which cooperates and harmonizes” and ”the boss who watches them and accompanies them”.
