Understanding appropriate recycling boundaries of different types of wastes is crucial for establishing regional recycling systems. Empirical studies have shown that different types of wastes have different recycling boundaries. In order to explore the determinants of recycling boundary, this study examines impacts of eight factors in a location optimization model considering transportation, construction, and operation costs of regional recycling centers for waste plastics recycling in the National Capital Region of Japan. It identifies two determinants of recycling boundary and further proposes a multi-layer system for regional recycling.
