This research project will discuss human resources development related to colleges and universities. One of the focuses of the discussion will be higher education graduate programs that aim to develop university personnel, but we do not limit our discussion to this issue. This paper seeks to discuss the principal investigatorʼs views on the development of university personnel. First, I will present the role universities should play in modern societies. Next, the author will present his views on the critical perspectives when considering the development of university human resources.
