総合計画策定におけるシミュレーションモデルの活用に関する研究

－第4次津市総合計画策定をケーススタディとして－

抄録

Nowadays, the scientific approaches are required in the field of planning administration in Japan, especially on improving effects by introducing simulation models into actual planning activities, however, few experimental studies had been reported there. This paper addresses two newly-developed simulation models, in order to improve some phases of planning process, and also reports their performance and actual roles on applying actual planning experience, “The 4th Tsu-city comprehensive plan” in cooperation with the Tsu city office and the Cooperative research center, Mie university.

In this paper, we illustrate two applications of “Tsu-city Urban Dynamics model” and “Financial frame simulation”, such as forecasting of planning frames, sharing of future scenarios, inspecting financial feasibilities for planned projects, etc. We can conclude both played roles as support tools for forming ‘strategic planning thinking’.
