This study discusses the methods of collaboration in environmental planning and management. In Japan, the importance of collaboration has been discussed yet hasn't been put into practice sufficiently. In this paper, a collaborative model in environmental planning is suggested and the case study of Nissin City is discussed. An experimental analysis was performed on Nissin City based on four perspectives; representativeness; sense of ownership to the plan; gap between participants, and division of roles between participants. The environmental planning process in Nissin City involved some important activities. In the first year of planning, learning collaboration was introduced to raise the participants' skill in discussing issues constructively with each other. After the second year, consultants introduced working group activities and projects managed by participants to spread information about the environmental plan and promote collaboration. Through analyzing such activities, five key aspects concerning the planning process were clarified; 1) learning collaboration; 2) division of roles to activate participants' characteristics; 3) partially transferring management to participants; 4) developing latitude of management through learning, and 5) active coordination by consultants.
