In 2018, the Ministry of Education, Culture, Sports, Science and Technology (MECSST) began to implement a new educational reform, even though the new Course of Study was just announced. The MECSST's ministerial round-table conference and task force's report “Human Resources Development for Society5.0”(June 2018)symbolized such a policy shift. This report aimed to respond to the EdTech strategy and “future classroom” project of the Ministry of Economy, Trade, and Industry(METI), which modifies public education through educational innovation by private companies under the national strategy of Society5.0.
The MECSST was basically following METI until the end of 2019, when the “GIGA School” was issued. However, after 2020, when the COVID-19 whirlpool struck society, the MECSST began to seek its own position. The January 2021 report of the Central Council for Education “Aiming to build a Japanese-style school education in the Reiwa era” symbolized this situation.
In this paper, I explored the process of exploring the education policy from two viewpoints. One is changes of the platform in which the contents of educational policy stands, and the other is the placement of actors in a broad sense involved in the planning and implementation of education policy and the dynamics of power relations.
