Problems found in the audits of ICT procurements in Japan Government

Focusing on the activation of information sharing of ICT procurement

Abstract

In spite of Government's setting up the rules such as, “Basic Guidelines for ICT systems procurement" for improving the transparency and securing the fairness in Government procurement market, many problems, such as only-one-bidder, bender-locked-in contract, have been unsolved for long time in Japanese government ministries and agencies.
The presentation will look at the “procurement information data base of the central Government", which is said to be utilized according to the above-mentioned Basic Guidelines, and discuss some problems of ICT procurement in the Government ministries and agencies.
