Abstract
The vulnerability of Japan's Family Register and Basic Residents'
Register has become evident with the East Japan Earthquake despite their close association with local residents. In this study we will attempt to reveal how sysutem backup for information systems related to residents are tackled by local government in terms of population size and region based on a survey conducted in 2011 targeting 1,747 municipalities, and Ministry of Internal Affairs and Communications' "Survey on the BCP and Utilization of ICT in case of Disasters" conducted in 2012.
