Abstract
HP and DEC have institution to control norms. Unique contexts of them are created by normative institution. "Control of norms" establish formal relation on “you-and-I-perspective", and coordinative relation on "we-perspective" for organization. HP's unique norms generated loose-management in institution. It created multi-persons-relation on "we-perspective" beyond personal history, roles, and hierarchy. So that, HP created challenging context. Such atmosphere would form HP's business style, today.
DEC's unique norms generated tough-management in institution for victory of "technology and justice". It means DEC's management intervened to allocate organizational resource and to form coordination. It facilitated competition to get resources between people. Surely, internal competition between DEC-people resolved some stagnation in adapting alternation of human resources. But internal competition continuing endlessly, burned out DEC.
