Abstract
An information system is the formal law of causality of the information stimulus recognized in the media environment where people communicate.
Simultaneously, an information system leads people's cultural behaviors and the system is positioned to the society as a core of media culture.
In the information system researches, some examples forming the unique media cultures have been also discussed.
However, those researches are only the case reports led to the success by unexpected side effects.
This report discusses the method for designing the information systems as substance which is formed continuously in the media environment and which leads people's cultural behaviors as the law of causality of a notional information stimulus, and also being led to the media culture.
