Most of metals in microwave region is well approximated by a perfect electric conductor (PEC). The formulation of boundary-value problems for a PEC system is quite different from that for a dielectric system. In this paper, we shall discuss a lossy magneto-dielectric model of the PEC for a unified treatment of the PEC and dielectric systems. In this model, the PEC is regarded as a dielectric medium in which the relative permittivity has a very large imaginary part and the relative permeability is equal to the inverse of the relative permittivity.
