Modern times institutional education was begun by an announcement of the educational system which was stated as elementary education. School attendance was, however, not extended. easily. Especially, the attendance of female students was low. Accordingly, Japanese Dressmaking Education, which was customary home education, was introduced into institutional education. This counterplan was successful for enlarging female school attendance.
This paper intended to make clear the circumstances, of educators opinions of the period, and the characteristics of selected prefectures, and also a causal sequence between female education and Japanese Dressmaking Education.
