【基調講演】固体バイオ燃料国際規格化研究会の立上げと今後の取組み

International standards are international arrangements for product quality, performance, safety, dimensions, test/inspection methods and so on. Under the WTO's Agreement on Technical Barriers to Trade (TBT Agreement), all contries are required in principle to formulate their technical regulations based on international standards. ISO standards on solid biofuels are discussed and published by TC238 which consists of 25 participating members and 20 observing members. At this point, Japan participates TC238 as an O member, and therfore has no right to adopt ISO standards. Moreover, in Japan, volantary standards on solid biofuels are published by several business organizations, but national standards have not been established yet,. In order to become P member of TC238 and be involved in the establishment of ISO standards, a voluntary organization, “Solid Biofuels Forum Japan” has just been organized in 2019.
