The aim of this paper is to reveal the characteristics of the organization and the possibility of continuity of rural-urban interchange based on the rural community plans in Kobe. Some local communities in Kobe City establish the organizations called Satodukuri organization and develop the rural community plans called Satodukuri plan. Some residents work actively to rural - urban interchange in these communities. We took up five local communities and clarify the system and the organization of rural-urban interchange by the hearing survey to officials of Satodukuri organizations. As a result of this study, we found that the rural - urban interchange based on the rural community plans in Kobe has a prominent continuity, and the continuity depend on the organized supporter, and this supporter organization needs a variable member, and the existing organization in the community plays an important part on the interchange activity.
