In Tokyo Park System, Kanagawa Prefecture had its own Keienchi park plan and conducted its own scenic zone developments. Keienchi parks were planned as scenic zones for recreation, especially the Tsukui-Keienchi park in Kanagawa Prefecture, which was planned to save the region from recession. The purpose of this study is to clarify the actual situation and background of the scenic zone developments there. Specifically, this study aims to clarify the actual situation of the developments conducted or planned in Tsukui-Keienchi park, and the thinking of the people who led the projects to give economic meaning to scenic zones. For the actual situation, we investigated records using newspaper articles of the time, thus clarifying the specifics of the scenic zone developments, such as the renovation of mountain trails and the planting of plum trees. As for the idea of giving economic meaning to scenic zones, by analyzing the discourse of Kenkichi Ohta and Teizo Niwa, who were central figures in the planning process, it became clear that Kanagawa Prefecture had the objective of creating a park that would combine primary industry and tourism, and that behind this was the idea that the unique scenic zones of each region would be created by primary industry, which is specific to each region.
