災害時の福祉避難所の全国的な整備状況に関する研究

抄録

This study aimes to clarify how much local governments achieved to designate extra shelters against people for special needs in emergency. It's hard environment for seniors or disabled persons to stay at general shelters such as gymnasiums, class rooms in school or other public facilities for weeks or longer. To avoid their unexpected death or serious trouble with other evacuated people the Cabinet Office established the guidline on extra shelters which specialized for such people with special needs in case of disasters. Through questionnaire research against all prefecture governments and city governments with over hundred thousand population , we found some critical issues to realize smooth support environment in shelters.
