The relation between urban scale and the risk of rainfall inundation or the impacts of factors on the occurrence of rainfall inundation were quantitatively evaluated. The results of this study were as follows: 1) The risk of rainfall inundation increases as the urban scale increases, and decreases with further increases of urban scale. 2) There is no significant relationship between the urban scale and the impact of the meteorological factor on the occurrence of rainfall inundation. 3) There is a negative correlation between the urban scale and the impact of the topographical factor on the occurrence of rainfall inundation. 4) The impact of the urban factor on the occurrence of rainfall inundation was minor in small and large scale cities, and significant in medium scale cities.
