One of the serious problems on the urban recovery after the 2011 Great East Japan Earthquake is differences between estimated number of residents and actual population of the recovered districts. This paper conducted regional comparative study to clarify the reasons for the problem interviewing affected municipalities in Tohoku Region. It can be summarized as follows: (1) Achievement rate is relatively low in the districts using Raised Land Strategy, (2) The differences in the situation of each local government are comprehensively organized to clarify related factors for the differences.
