Abstract

According to the “Act for Eliminating Discrimination Against Persons with Disabilities”, which came into effect in April 2016, universities are prohibited from refusing students with disabilities to take entrance exams, enroll in classes, or participate in classes because of their disabilities, as this constitutes unfair discriminatory treatment. In addition, providing reasonable accommodation for students with disabilities is mandatory at national universities and a mandatory effort at private universities. Thus, universities started undertaking the provision of reasonable accommodation for students with disabilities as an organization. However, each supporting organization was expected to determine the contents of reasonable accommodation, leading to confusion. This paper describes the process of consensus building on reasonable accommodations at Doshisha University and the difficulties faced by the support organizations in providing necessary measures. This paper hopes to share some problems associated with the provision of reasonable accommodation as an organization.
