Recently it has become increasingly necessary to create a method of making a design concept so that the design process becomes transparent in product design. However, our literature research in scientific fields and company design fields has shown that there are few studies on the method of making a design concept. Therefore, we have proposed a method by transforming user's cognitive evaluation structure, constructed from the result of the fact finding about the products now, using quantitative analysis. Specifically, after we extracted user's attitudes, images and cognitive parts of those products, we obtained their cognitive evaluation structure consisting of attitudes, images and cognitive parts using Multivariable analysis and Rough set theory. By rearranging these attitudes and images of the structure, new sets of cognitive parts were obtained, thus the design concept was made. The availability of the method was checked through a case study of a light instrument design. In the case study, we assumed a design concept made using our method, and we asked a designer to draw sketches based on that design concept. By comparing user's evaluation of sample light instruments with that of the sketches of the images adopted by the design concept, it is clear that the images of the sketches are stronger than the images of the sample light instruments.
