A Spatial control system in city planning, in which the land use compatible with a concrete and individual predefined district-wide plan is induced and permitted, is assumed in a broad sense to be the most rational system to realize planned land use in urban area. This city planning system was introduced in Japan as the two-tier system and also the optional tool though it seemed to be peculiar one compared with the German system model. In this paper, I investigate the possibilities and the limitations of the system through the analysis of the District Planning System.
