This study take notice of “Minashi-road system; the exceptional system which is legislated by the Building Act” in built up area, and intend to make clear up the ploblems and effects of its system, to find out the method for practical use of its system. Therefore this paper take up “Niko-road system; the exceptional system which is legislated by Building Act’s provision 42-2” in Naha built up ereas, and the road construction by Detail plan in Naha city.
