This is a study for recognizing the existence of spatial control of zoning on settlements in Jomon period. Almost all of settlements in this period have a circular arrangement of houses. It has been considered as a result of some social restrictions. In this study, from site-planning aspect, it become more evident that the circular arrangement of houses was caused by spatial control of zoning under the centripetal concept.

This paper deals with the scale of area of castle town at the early Edo-er (ca 1645) in Japan. As the results of this study, the important point are as follows; (1) In this study, the average of the scale of area is about 2.0 square kilometers. (2) As a general rule, the relation between the scale of “kokudaka” (the amount of received rice as an annual income of “feudal lord” called “Daimiyou”, in “domain of feudal lord” called “Han”) and the scape of area of castle town is found correlation. (3) The ratio of the scale of area against “kokudaka” is most in “Tosando of region”.

It is possible to find many drawings of noted places in large cities; Edo, Osaka, Kyoto and Nagoya, in guidebooks “Meisho-zue” during the Edo era. We examined scenic factors of noted places presented in every drawings of such “Meisho-zue”. As a result, we were able to draw out the following conclusion; A large part of scenic factors was objective factors. But, the role of behavioral factors and climate factors have been accenturated gradually to be recognized as determinant factors in Edo and Kyoto. Though temples occupied large amout of objective factors, the part of common houses become rather higher in Edo and Kyoto.

Under the 1889 Regulation of Land Acquisition and disposal the Tokyo Mayor could also purchase the entire lot of remainder and occasionally the contigious of it. Through the study of application for these procedures, the author conclude the area of acquisition of remainder was not so large as the get development value and there was no probability of expanded application of taking under the shortcoming of Regulation.

This historical study is the author’s second article concerning Dr Yasushi Kataoka, 1876-1946, an Osaka architect who played an important role in the enactment of the City Planning Act of 1919. The article analyzes his planning theory during the crucial years of 1912-18 and traces its formation process in relation to the influence of Nelson P. Lewis. The author concludes that Kataoka replaced Lewis’s planning theory with the “old type of his own with a heavy emphasis upon street improvement, wchich we defeated in the Committee’s debate by Hiroshi Ikeda, who argued the central function of the Act should be the “new” type of planning, namely land use planning.

Taga town has its origin in the developing plan of new industrial cities which were designated by Ministry of domestic Affairs in the 1930’s. The plan intended to develop the city which contains more than 100 thousand population and large scale of manufacturing industries. Against the current precedence of militalism at the time of pre-Second World War, the Ministry of Domestic Affairs supervised to develop the general plan which took fine considerations to the conveniences and environment of citizen life.

In 1929 the Nationalist Government decided the Greater Shanghai Plan which schemed to construct new civic center and commertial harbor to the north of foreign settlements in order to deprive the prosperity of them. In 1938 the Japanese occupation army decided to take over and advance the plan. The Ministry of Home Affairs dispatched the planning staffs to Shanghai for seven months. The characters of the revised plan were as follows: 1) industrial harbor and district by digging down the Woosung Creek, 2) establishment of public corporation for urban development and planning control.

For mitigating damage of a post-earthquake fire, the Fire Prevention Unit System has been proposed. This system is the compartmentalization of wooden house built up area by a network system of firebreak belts. After analyzing the relation between design wind speed and probability of damage, this paper proposed a rational and practical method to determine design wind speed for the firebreak belts.

Refuge behavior of the citizens of Niigata after the quake was investigated through a questionnaire to establish a basis of data for urban refuge plan. We howed the following. (1) People actualized consciousness of unease for family, and about 60% of those away from home returned immediately after the quake. (2) Persons started to refuge by the recognization of the flood and their family’s getting home. (3) They refuged to hills being able to reach within 15 minutes on foot.

Wa analyze cost allocation methods of joint fire protection service supplied by union of local governments in Japan, and find their characteristics and defects. Some method may stimulate the members to leave the cooperation, and in not that case may still suffer the unfairness to the imputation of the surplus afforded by the cooperation. Then we introduce a game theoretical solution, i.e. weighted Nucleolus and show the solution gives simple methods in a special condition which is almostly satisfied on the cost structure of the fire protection service supply.

This paper attempts to analyze both reasons for and consequences of migration under zero population growth using a system of simultaneous differential equations. Assuming that intercity migration is based upon differences in utilities. It is revealed that a deterministic specification of the utility leads to an unstable distribution of city sizes whereas stochastic specifications (the origin-constrained gravity model and the logit mode) do not. It is then argued that population concentration can be explained by an increase in urbanization economies while population decentralization can be due to a decrease in intercity transportation and communication costs.

In this paper, we discuss two kinds of density which are the number of urban facilities per area n/S and the total length of road per area Λ/s in area S. Let R be the distance to the nearest facility or road from a point and E(R) the mean value of R in this area. We obtain E(R)=C√(S/n) and E(R)=C S/Λ where C varies by the distributed patterns of facilities or road networks.

In regional analysis, the Voronoi diagram is well known as one of the most fundamental models dividing the field into domains. As a development of this diagram, this paper introduces a method of dividing a given field with distributed facilities into several domains, and then proposes neww geometric domain models considering both the capacity of facilities and the population density. As an application of these models we analyze the arrangement of the places of refuge in the 23 special wards of Tokyo.

The network connectivity among inter cities as well as inner cities is getting highly complicated. From this point of view, we shall need to analyse an energy flow or information flom through the graphs. We shall present a typical proble which can be applied to a general case. So that, how long is the minimum spanning tree on the n-points scattered on a square 1×1? Our aim is to present the answer that an expected value of this length is almost surely at least 0.564√n by using random graph theory.

The paper consists of theoretical and empirical parts. In the theoretical part, it is shown that if a road network is a grid pattern, relative precision of the mesh-cross-point method is almost equal equal to that of a straight road segment consisting the grid pattern. In the empirical part, it is demonstrated that if a road network is not regular like a grid pattern, relative precision of the mesh-cross-poubt method is less than 10% even for 10×10 meshes.

Planning of public facilities in which the demand is perfectly inelastic, such as government office, the problem of allocating the constant servers to facilities in a region exists. That is to say, there is a trade-off between the accessibility and the scale effects. This study formulates simple queuing models and apply these to an allocation problem in Tsukuba Academic District.

This study is related to the location evaluation of commercial district. Various studies have been tried to analyze location evaluation of commercial district. But expected utility of merchants is not refered in these prior methods. Therefore we built an evaluation model for analysis by using an improved method which based on multiattribute utility function relating to expected utility of merchants in this study.

The aims of this paper are to present affections of demographic changes to retail services. Hachioji City, a rapidly growing city 40km west of central Tokyo was taken as the study area. By 250m square grid analyses, demographic segregation in age, family type, occupational structure and place of work were clearly illustrated. From original questionaires, differences in consumer behaviors by age and social groups were explained.

It is the purpose of this paper to analyze physical factors concerning the vacant land transition and estimate it by the factors in a built-up area of Tokyo. The results are as follows: The vacant land transition is effected by its size and use, the density of building, road, and vacant land of the area surrounding it. The construction at the vacant land occurs under more favorable conditions of location than that at the site where a building used to be.

This is an attempt to develop scaling and aggregating methodology of Environmental Indices (EI) according to the urban residents’ evaluation. For this purpose, a newly designed procedure for EI formulation has been proposed, along with the statistical methods used in scaling and aggregationg EI on the basis of questionnaire data and environmental mesh data. These procedure and methods have been applied to Kitakyushu. Then eleven indices, elemental and aggregated, have been formulated and computed for whole area of Kitakyushu. The derived indices are expected to be of effect in the environmental planning and management.

The purpose of this paper is to delimit the area in which urban decline called “the inner city problem” has been extended in the major city. In the case of Kobe city and its metropolitan area, the inner area is delimited using two indexes. This paper has two purposes. The first purpose is to examine the function of the civic center for the ages in terms of their use of and attitude to it. The second purpose is to make clear the difference of such use and attitude between the aged living in the central area and those in the suburbs. By questionnarire survey and interview in Yokohama City, it is concluded that the civic center for leisure or shopping is indispensable for quite a few aged people, and that the aged living in the central area feel more affinity to the civic center than those in the suburbs.

This study reports how to develop the roads network within spreaded residential area; Kamishaginomiya Nakano-ku Tokyo. From 1948, this area was under very strict control of development. But there had been too many developments against the law. Then from 1969, new development program started. In it, the collector roads would be developed by public and from yard roads would be developed by private. This study makes it clear that the history of the programs changing.

The aim of this article is to clarify the environmental stability and the characteristics of housing supply at the high-density built-up areas in Tokyo-ku area. Through the survey of four typical areas, the followings are clarified. (1) The chang speed of the areas is moderate except that some spots are blighted, and most of the change volumes are small. (2) Though these areas are high-densed, many various housings have been supplied mainly by those who own detached houses and live in these areas. (3) Rapid decrease of the population in recent years is caused by the high-density monotonous and small housing stocks. Especially, in Kamiikebukuro 3-chome area, ovar half of the whole rent houses are one-room and not have separated facilities.

In the central business district of OSAKA City, the number of inhabitants has been decreased. But the pattern of decrease is different between the office district and the wholescale district (fig.2). In the office district, inhabitants is very few. But inhabitants are in the hope of dwelling at the same place. This article deals with population-stable area in down town, Taito-ku, Tokyo. Through the analysis of physical and social conditions, it was found (1) main reason of the stable population is due to the highrise residential buildings faced on broad street, (2) many residents in them are form nearby, and (3) population in the area have much flow.

Through the questionnaire for the residents in the owner-occupied flats supplied by private enterprise (OOF) lately located in a mixed land use area in Tokyo-Ku-Area, it was found that (1) the residents are classified two types (one type concerns intensely with the area and another type makes much of the close distance to CBD.), and (2) the characteristic role of the former is the object for the residential movement in the region, which can be attained to have the owned house with the close distance between work and resident area.

Public service facilities should be both developed highly and provided equally in urban areas. However, it is difficult to satisfy these simultaneously, so it is necessary to know how important these efficiency and equality are. First, the Logit type model and Probit type model are developed to estimate the weights of efficiency and equality. Then, a number of ways of measuring efficiency and equality are proposed. In a case study, the Logit type model, in which the GINI coefficient is used as the measurement of equality, could be thought most preferable. Finally, by using the best model, public service facilities could be evaluated in Tokushima city.

When the land readjustment project is carried out in the densely built up area, it often occurs the problem of the lot size decrease. By corresponding the lots before the land readjustment project to the lots after that, I’ve come to the following conclusions: 1) More than 60% of the lots under 100m2 before the project ate readjusted into the lots over 100m2, 2) the small lots that composed one ‘Fude’ are easy to be integrated, 3) the small lot with building on it are difficult to change the land use or to be merged.

This paper deals with the relation between consciousness of inhabitants and physical environment, in order to look for the new methodology of environmental planning. In this paper, consciousness of inhabitants are devided in 5 types by the attitude to their living district and the feeling of solidity with their neighbours. To strengthen the former factor, it is useful to improve the physical environment. But to raise the latter factor, it si necessary to activate neighbourhood communication.

This paper is concerned with three themes: (i) characteristics of the land-use in a land readjustment area, (ii) attitudes of the residents and the land-owners to the environment and land-use in this area, (iii) their attitudes to the environmental-agreements on residential district. The conclusions are as follows: (i) there is a confusion of housing, farm-land, and miscellaneous land-use, and housing-lots are provided by large-scale owners, (ii) attitudes to the environment and land-use reflect land-ownership or residential environment of residents, (iii) attitudes to the environmental-agreement reflect land-ownership or attitudes of residents to the environment.

A Spatial control system in city planning, in which the land use compatible with a concrete and individual predefined district-wide plan is induced and permitted, is assumed in a broad sense to be the most rational system to realize planned land use in urban area. This city planning system was introduced in Japan as the two-tier system and also the optional tool though it seemed to be peculiar one compared with the German system model. In this paper, I investigate the possibilities and the limitations of the system through the analysis of the District Planning System.

This paper deals with the outdoor public space in apartment houses, which are created by local building guidelines. We analyze the size and space’s characteristics of the outdoor public space by the loacation character of the apartment site, and conclude that the size, the orientation and the access-type of the public space is related to land use, main road type, and orientation of the access road to the apartment house.

Various types of “mixed-use streets” have been introduced in recent years. In this paper, we first proposed an idea of the way to classify the “mixed-use streets” in planned residential developments, mainly based on the residents’ relationships to those streets. Secondly, we investigated the utilizations of “Yurinoki-dori” in Tokyo, which belongs to the “mixed-se streets as a core of the community” by our classification. By our analyses, this street seems to achieve the expected role.

It is the purpose of this paper to clarify the structure of bicycle holding in house holds. We put in operation the questinary research to households in Oita city. Holding of bicycle is not related to that of other instruments of traffic. The size of family, the age of householder and the make-up of families’ age are closely related to holding of bicycle.

A street system in a residential area provides many alternate routes between the same origin and destination which vary slightly with respect to length. Because the pedestrians or bicycle users would choose their route reflecting the route characteristics and their preference, many routes between same OD would be used in a probabilistic manner. This paper is to develop the route-choice- model for pedestrians and bicycle users using Dial’s probabilistic multipath assignment mode. In this study, Dial’s model was empirically proved to be superior to the shortest path assignment model through the analysis of work and shopping trips in a real residential area.

This paper analyzes physical characteristics affecting the route choice behaviour of four inhabitant groups lived in a residential area with the aid of disaggregate multinominal logit models. Four groups are auto driver, bicyclist, pedestrian and pedestrian of the elderly. Results are as follows. Auto-driver group chooses the longer route than the distance of the minimum time route and the route is generally composed of primary road links. While three other groups choose the longer route than the distance of the minimum distance route and their routes are chiefly composed of secondary road links.

In Tokyo Metropolitan Region, the number of work trips from suburban area to CBD has drastically increased. This study analysis the changing urban structure in Tokyo Metropolitan Region and the distribution pattern of work trips during 20 years from 1960 to 1980, so that the main causes of the change may be pointed up.

In local cities, it is necessary for planners to evaluate the land use distribution considering the capacity of road network. This paper developed a multiple objective linear programming model to determine the optimal allocation of residential areas and to make a good choice of the road sections to improve. As the results of case study in Saga city, the usefulness of this method has been testified.

It is an essential work to prepare the Level-of-service data in calibrating disaggregate behavioral models. But because of fewer studies, it is not well-known how much the accurate data should be prepared of travel demand analysis. This paper addressed this issue by comparing two types of models: one is estimated with observed data and another is with mesh-data. After a new methodology is developed in calculation of manu cased for each mesh size, differences in the coefficients are statistically well understood.

This paper presents some measures to represent a service level of a road network system and some standards of choosing road links for improvement. This measures and shown in terms of accessibility, route factor, total trip times and average congestion of traffic. The evaluation of a service level of the road network system is conducted by comparing those alternative plans to improve the road network system are designed by using some standards. We can rate the effects of those plans by a increment in each measure.

The rail versus debates in the big cities of developing countries with regard to future directions of mass transit improvements are reviewed mainly from the technological performance and demand characteristics. A case study of Singapore’s decision of introducing Mass Rapid Transit and others showed that the major issues were on demand overstimation, cost underestimation of rail. And performance of bus system under large passenger demand.

人口のバンコクへの集中及び彼らの都市への不適応の減少は、現在タイで最も深刻な問題の一つである。本研究では、タイの地域間人口移動の特徴を明らかにするとともに、データの不足した地域での人口移動分析へのマルコフ連鎖モデルの適用可能性について検討した。分析からは、バンコクへの人工手ツウは激しいものの、国民の生活基盤である農業生産性もブル要因として大きく作用していることがわかる。またデータの不足から十分な説明力を持つには至らないが、データの少ないタイにおいてもマルコフ連鎖モデルを用いた分析が、統計的有効範囲で符号条件・マルコフ連鎖モデルの条件を満たしつつ変数間に一定の説明を与えた。
