Refuge behavior of the citizens of Niigata after the quake was investigated through a questionnaire to establish a basis of data for urban refuge plan. We howed the following. (1) People actualized consciousness of unease for family, and about 60% of those away from home returned immediately after the quake. (2) Persons started to refuge by the recognization of the flood and their family’s getting home. (3) They refuged to hills being able to reach within 15 minutes on foot.
