THIS PAPER, TOGETHER WITH TRYING TO DETERMINE EFFECTIVE INDICIES FOR REPRESENTING LEVELS OF SERVICE OF RESIDENTIAL STREETS, BY USING EASILY ACESSIBLE DATA, SUGGESTS A METHOD FOR SELECTING THE ROADS REQUIRING REPAIRS AND SETTING PRIORITY. FIRST, CONVENTIONAL INDICES SUCH AS ROAD DENSITY AND ACCESSIBILITY ARE EXAMINED AND CONSIDERED. THEN, BASED ON THIS, ADJUSTMENTS TO THESE INDICES, NORMALLY APPLIED TO TRUNK ROADS, ARE MADE IN ORDER TO PROPERLY EVALUATE RESIDENTIAL STREETS IN URBAN AREAS. FINALLY, THE BENEFITS THAT DERIVE FROM THE ECONOMIC STIMULATION AND BETTER ACCESSIBILITY DUE TO RESIDENTIAL STREETS CONSTRUCTION ARE ANALYZED AND THE CONCEPTS CONCERNING THE CONSTRUCTION OF EFFECTIVE RESIDENTIAL STREETS EXAMINED.
