THIS PAPER AIMS TO FIND BASIC FACTS FOR THE HOUSING POLICY IN THE INNER-URBAN AREA. THE PRINCIPAL COMPONENT AND REGRESSION ANALYSES WERE CARRIED OUT USING VARIABLES AS RESIDENT POPULATION, HOUSEHOLD TYPES, FLOOR AREA OF EACH USE CATEGORY ETC., IN THE 6 CENTRAL WARDS OF TOKYO DURING 1980S. AS RESULTS OF ANALYSIS, FOLLOWING FACTS WERE POINTED OUT: A) DESPITE THE DECLINE IN POPULATION, THERE WERE REMARKABLE INCREASE IN RESIDENTIAL FLOOR, B) IN THE FIRST HALF OF 80S, COMMERCIAL FLOOR AREA EXPANDED HORIZONTALLY, AND IN THE SECOND HALF, IT SHOT UP VERTICALLY, C) IT WERE DIFFICULT FOR PUBLIC OR COMPANY HOUSE TO CHANGE ITS LAND USE TYPE, BUT OWNER HOUSE OR RENTAL HOUSE WAS APT TO CHANGE TO COMMERCIAL LAND USE BY THE EXTERNAL EFFECTS AND D) IN THE SECOND HALF OF 80S, COMPANY HOUSE CONTRIBUTED AN IMPORTANT ROLE ON THE RESIDENTIAL RECOVERY PHENOMENON.
