Commercial Modernization Plan in Muroran was made on March 1995. It was made under cooperation study among Mororan Institute of Technology, Takugin Research Institute and Muroran Chamber of Commerce & Industry. Participation System was introduced in plan making and caused earnest discussion to revitalize and characterize each commercial area. The new plan designated Nakajima as Central Commercial Zone based on population decrease, trend of consumer's behavior and so on.
